prior to that september 11 terror attack. chief white house correspondent ed henry tried to get to the bottom of it today at the white house. leer is how it went. >> -- here is how it went. >> as he tried to clarify for biden today, white house spokesman jay carney seemed to insulate the two out the top. >> obviously, he was referring to, he wasn't talking about the administration at large. he was speaking about himself and the president and white house. a gaffe for biden in the debate with republican paul ryan coming on the one-month anniversary of the terror attack in benghazi. >> we weren't told they wanted more security. we did not know they wanted more security. >> at a rally in richmond today, republican mitt romney pfeiffered away. >> the vice president directly contradicted the sworn testimony of state department officials. he is doubling down on denial. >> state department officials express frustration for more security in libya denied. >> for me, the taliban is on the inside of the building. >> raising questions about

whether the vice president was passing blame for the terror attack that killed four americans. >> basically, the buck stops with the state department on security. it doesn't stop at the white house? >> made for television phrasing, ed, but the fact of the matter -- >> state department. president can't deal with basically he doesn't make those assessments? >> when it comes to the number of personnel in place at consulates, and embassies and other diplomatic facilities around the world the decisions are appropriately made at the state department. >> biden pointed the finger at intelligence officials over the confusion whether anti-muslim video sparked the attack. >> that was the assessment. as the intelligence changed their view we made it clear they changed their view. >> today, two top bush officials general michael ha hayden and michael chertoff blasted away in joint statement. "it is clear that any failure was not on the part of the

intelligence community but on the part of white house decision-makers who should have listened to and acted on available intelligence. blaming those who put the line on the line is not the leadership this country needs." despite biden's claim last night, carney was vague today, when pressed specifically about the president intelligence briefing. >> the president was not told about security problems at benghazi, the consulate that had been targeted? >> i can tell you there was no actionable intelligence that suggested there would be an attack at the benghazi facility. >> officials say that is not a hedge. no intelligence suggesting that there was going to be an attack in benghazi. they believe inside the building that the attacks from romney and surrogates are driven by politics. >> ed henry on the north lawn. thank you. >> romney and paul ryan are at this hour appearing at a rally in crucial battleground state of ohio.

>> carl cameron is in lancaster. good evening. >> hi, bret. after the vice president debate, romney-ryan ticket is riding high with polls and pundits dubbing it a draw. >> did you get a chance to watch the debate last night? yeah. yeah. i think you might agree with me that there was one person on stage last night who was thoughtful, and respectful, steady, and poised. the kind of perp you want to turn to in a crisis. that was the next vice president of the united states paul ryan. [ applause ] >> i feel great. >> over breakfast, ryan said he was pleased by the performance and had been ready for biden's attacks. >> how do you feel? >> it's what i expected. >> biden was clearly the aggressor. >> with all due respect that's a bunch of mu lar i can. >> vice president scoffed so much at ryan the rnc pumped out a web video immediately. snap polls showed a split

decision. 48% of debate watchers said ryan won in cnn poll to 44% biden. >> we're saying these are from your act wares -- >> who interrupted ryan so often he accused biden overcompensating for the president's losing performance last week. >> i know you're under a lot of duress to make up for lost ground. but i think people would be better served if we don't keep interrupting each other. >> among undecided voters cbs snap poll said biden won 50 to 31. 1% called it a draw. vice president in lacrosse, wisconsin today. >> anyone who watched that debate, i don't think there is any doubt that congressman ryan and i, governor romney and the president we have a fundamentally different vision for america. >> when biden ridiculed romney for suggesting 47% of the people who don't pay income taxes have a government comeback, ryan had a ready-made zinger. >> with respect that quote, vice president knows sometimes words don't come out of your

mouth the right way. >> bideryan was earnest. if not brand. the weakest moment was when he said the stimulus was wasteful spending. >> he sent me two letters saying by the way, can you send me stimulus money for companies here in state of wisconsin. we sent millions of dollars. you know why he said -- >> you did ask for stimulus? >> sure he did. >> on two occasions we advocated for constituents applying for grants. it's what we do. we did it for all constituents. >> i love that. i love that. >> romney continues to surge in battleground state polls. in florida, tampa bay times, "miami herald" poll has romney with the biggest lead in weeks. american research group poll shows romney leading narrowly in new hampshire. 50 to 46. >> the next presidential debate will be this coming tuesday on long island. then on friday, fox news learned romney plans another major policy speech. the next one on spending. trying to redouse the $16 trillion debt. so much of which he blames on

president obama. for wasteful government spending. >> bret: okay, carl. may dip in later in the show. thank you. "facts and truth don't have much to do with each other." observer might add nowhere does that apply more than in politics. doug mckelway takes a look at the facts and the truth from the vice presidential debate. >> they are the facts. they are the facts. >> vice president biden use the word "fact" or "facts" 26 times. ryan used it once. neither man were total fidelity to the truth. one exchange, he suggested seep yours receive more benefit under obamacare than medicare. >> a senior out there, ask yourself do you have more benefits today? you do. >> the vice president's statement was false according to data from the congressional budget office. cbo says for every $500 obamacare spends on preventive services in prescription drugs it cuts the rest of medicare by $7,385.

a cut to spending ratio of nearly 15 to 1. another question over obamacare had this clash of opinion. >> the actuary came to congress and said one out of six hospital and nursing homes are going to go out of business as a result of this. >> not that what they said. >> ryan is right, biden is wrong. >> the obama administration actuary richard foster told the house budget committee our simulations suggest 15% of the hospital providers would become unprofitable as a result of the spending cut. whether the expiration will lead to higher taxes on small business owners as ryan maintained biden said this. >> 97% of the small business in america pay less than, make less than $250,000. let me tell you who some of the other small businesses are. hedge funds that make $600,00 $600,000, $800 million a year.

that's what they count as small business. >> according to i.r.s. data, majority of small businesses pay taxes using individual rates so for the high wage earners is in effect. hike in the small business tax rate. mostly true for ryan. not so this comment from the wisconsin congressman on iran nuclear capabilities. >> when barack obama was elected, they had enough material, nuclear material to make one bomb and now they have enough for five. >> that's false. experts believe iran has not produced enough material to produce one bomb, let alone five. the two also scuffleed over obamacare mandate that requires catholic institutions to provide insurance coverage that close abortion drugs as well as contraceptives and sterilizations. >> they're infringing upon the first freedom. freedom of religion. infringing on the catholic charities, churches, and catholic hospitals. >> no religious institution, catholic or otherwise, including catholic social service, georgetown hospital, mercy hospital, any hospital,

none has defer contraception or pay for contraception. none has to be a vehicle to get contraception. in any insurance policy they provide. that is a fact. >> it's not a fact. u.s. conference of catholic bishops said today the exemption that biden mentioned is narrow and does not cover religious charities that extend services to all. last night's fight over abortion and governor romney potential picks for the supreme court produced up with notable embellishment by the vice president. >> do you think he is likely to appoint someone like scalia or someone else on the court far right that would outlaw planned parenthood, outlaw abortion? i suspect it would happen. >> biden's response rates high on deceit factor? even if president romney were to appoint pro-life justices to overturn roe v. wade, ruling would not outlaw abortion, it would return it to the individual states.

it's believed members of what is called support front, assisted in the seizure of government missile base, mills defense base. u.s. and others cited the presence of extremists among rebels as a reason not to supply them with weapons. defense secretary leon panetta says the cyber threat from iran has grown and the u.s. will take action if necessary. recent cyber attack against energy companies in saudi arabia and qatar is blamed op iran for retailiation for western sanctions. many lawmaker on capitol hill growing impatient with the obama administration refusal to release video of last month's deadly terror attack in libya. today one of the central players in the conflicting narrative of that event received vote of confidence. herron hacatherine herridge has. >> hillary clinton publicly defended her assertion that

video started the attack. >> ambassador rice had the same information as every other official did. >> without mentioning al-qaeda by name, the suspected group behind the consulate assault, secretary clinton told the washington think tank what happens in north africa affects national security. >> last month violence revealed scrapes of extremism that threat -- strains of extremism that threaten the nation as well as the broader region and the united states. >> two sources tell fox news that security video taken by cameras like this one at the consulate also shows there was no demonstration when the attack unfolded. at approximately 9:3 p.m. surveillance video is characterized by limited, grainy and in places hoard decipher. it shows the men in profile and the efforts are ongoing to match faces to known jihadist. lawmakers are frustrated with the lack of access. >> i would like this committee to have the 50-minute tape before the press has it. quite frankly we should have had it before today to see it.

>> bret: looking for past few weeks at swing counties. tonight a couple of the states that will factor in heavily to the presidential race. correspondent molly line is out west in colorado and nevada. >> flavor of the las vegas strip, that is once red hot real estate market, tough right now. >> in some areas home values came down about 76%. >> real estate agent brandy white-oaks says the housing market has been decimateed and in this election she is hoping to hear something from the candidates to offer hope. >> because of mitt romney and knowing how to manage money,

and obama being for the people, it's hard to make a decision on what side to swing because there are so many different elements on both sides that are valuable. >> she says lots of nevada homeowners barely holding on. bank foreclosed on this home. >> 60% of las vegas homes are still under water. with that said, you have 100,000 homeowners that are more than 30 days late, just looking at the two dynamics alone is devastating. >> ness has six electoral votes and the highest unemployment rate in nation at 12.1%. the economy is just one part of the picture here. in a state once dominated by republicans, its population growth and shifting demographics that turned nevada in a swing state. >> the demographics help president obama. in doubt about it. he runs very -- ranks high with latino voters. fairly big african-american concentration here. growing asian-american concentration here. democrats are much better in the outreach there. >> hispanics are acoted voting

a share of the glory and a million dollar prize. finally, florida republican governor rick scott was hoping to lead voters to update about meningitis, serious issue, by giving out a phone number for an information line. he flubbed the last digit. and callers were directed to a woman's voice purring on a phone sex hotline. scott was informed a half hour later and the correct number was then provided. his spokeswoman notes the actual number had been publicly available online. and elsewhere for several day days. debates are often as much about style as substance. last night, at least if you listen to much of the post debate analysis, vice president biden mannerisms, histrionics, perhaps overshadowed anything either man said. chief washington correspondent james rosen looks at what happened and the reaction. >> that's a bunch of m malarkey.

director and the former homeland security secretary michael chertoff released this statement. it's clear that any failure was not on the part of the intelligence community but on the part of white house decision-makers who should have listened to and acted on available intelligence. blaming those who put their lives on the line is not the kind of leadership this country needs. bold statements for the former intelligence folks like hayden to make in this environment. let's bring in panel. bill kristol editor of "weekly standard." kirsten powers for daily beast. syndicated columnnist charles krauthammer. bill, start with the libya and go from there in this debate. >> i think that was the great opening, great failure of joe biden in this debate. not only did he not improve what was a tenuous and tough contradictory story of the administration on what they knew about what happened in benghazi and when they knew it, he made it much worse. he is now accomplished other minor things in the debate, i

suspect by the end of this weekend, main take-away from the debate could well be that benghazi was worse than we thought in terms of the incompetence of the administration and deception by the administration after the murder of the ambassador and the other americans. >> it seems like it's permeated the national consciousness. "new york times" saying it should have been on a-1. a lot of people talking about it. it seem like it's gotten the point of wait a second, what is the deal here? >> this is finally getting people's attention. last night, biden saying something that was obviously not true. anybody who is paying attention, he could i guess, depend what the meaning of "we" is because he is saying we didn't know. to me it seems he was saying we, the administration, didn't know. i'm wondering if he was even aware of the testimony. that is a question that needs to be asked. even if he says it wasn't the white house, i say who cares?

i don't expect the president to know about the requests made for the state department. state department knew they needed more security. they didn't act on it. why is biden not outraged by that? >> bret: in the debate, the vice president says the intelligence told us that they had the wrong information, they corrected it later. weeks later. intelligence community is full. later in the same debate he says listen, the intelligence is rock-solid, that iran is not going to get the bomb anytime soon. even should calm down a bit here. including israel essentially. on one side, intelligence community got it flat wrong. on the other side, everybody needs to chill out. >> consistency is not his strong suit. clearly it's a contradiction. clearly it's opportunistic to say we'll rely on intelligence here and we won't here. you know releans on intelligence which pretend we have on iran, there was a huge
